In accordance to Services Australia, to access My Health Records and HI services, healthcare organisations will require a Healthcare Provider Identifier for Organisations (HPI-O) and individual healthcare provider will require a Healthcare Provider Identifier – Individual (HPI-I). These can be applied for via Health Professional Online Services (HPOS).
How to Apply for a HPI-O:
Organisations need a HPI-O to access the HI Service and My Health Record. To do so, you will require a Provider Digital Access (PRODA) account.
To apply for an HPI-O, your organisation needs to:
- provide healthcare related services
- employ at least 1 individual healthcare provider who has a HPI-I
- have employees in the roles of responsible officer and organisation maintenance officer.
Note: an individual can act in more than 1 role. For example, a sole trader may be an individual healthcare provider who is also the responsible officer and organisation maintenance officer.

Seed vs Network Organisation
A Seed Organisation is a legal entity that provides or controls the delivery of healthcare services.
A seed organisation could be, for example, a local GP practice, pharmacy, private medical specialist, or a hospital which is owned and ultimately controlled by a State health service. a Network Organisation is part of a wider 'network hierarchy' (under the responsibility of a Seed Organisation), for example, an individual department (e.g. pathology or radiology) within a wider metropolitan hospital.
Register a seed organization
To register a seed organisation with the HI service:
- log on to PRODA select Go to Service on the HPOS tile
- select My programs then Healthcare Identifiers and My Health Record
- select Healthcare Identifiers - Register seed organisation
- follow the steps to register your seed organisation.
Once PRODA have processed your application, a notification of the outcome will be sent to your HPOS inbox.
Add a network organisation
To add network organisations to your seed organisation:
- log on to PRODA and select Go to Service on the HPOS tile
- select My programs then Healthcare Identifiers and My Health Record
- select Manage Healthcare Identifiers
- select the seed or network organisation the organisation will be under
- follow the prompts to create your network organisation.
Once PRODA have processed your application, they will send you a notification of the outcome to your HPOS inbox. Once you have a HPI-O you can register to access My Health Record.

How to Apply for a HPI-I:
Individual healthcare providers require a HPI-I to use HI Services or to access My Health Records.
To apply for a HPI-I:
- log on to PRODA select Go to Service on the HPOS tile
- select My programs then My Health Record and Healthcare Identifiers
- select Healthcare Identifiers – Register Allied Health Professional
- select Register in the HI Service and get a HPI-I then click Apply now
- follow the steps to register.
Once PRODA have processed your application, they will send the outcome to your HPOS inbox.

Individual Healthcare Identifier (IHI):
It is likely that, as an individual (regardless of whether you are a healthcare provider), you may already have an IHI on the condition that any of the following apply:
- you have a Medicare card
- you have a DVA card
- you’re enrolled in Medicare.
If you don’t have an IHI, you can get one either online or by filling out a form a form, as is outlined below.
Get your IHI online:
The quickest way to get an IHI through your myGov account. If you don’t have an account, it is a simple process to create one.
You will be required to provide one of the following identification documents to verify your identity:
- your passport, with a valid Australian Visa
- your Australian driver licence.
Follow the steps below to get an IHI online:
- Sign in to myGov
- Select services or link your first service.
- Select IHI service from the list.
- Follow the prompts to link the service.
Get you IHI by completing a form:
If you don’t have identification documents, you can get an IHI by completing the "Request an Individual Healthcare Identifier" form.
Using this method will require more time for processing, and you will still be required to provide other identity documents with your request.
